DPP Issues Instruction To Prosecute Ex-Energy PS In ‘Questionable’ Oil Deal

The Director of Public Prosecutions-DPP has issued instructions to the state to prosecute a matter in which former Mines and Energy Permanent Secretary Charity Mwansa and Director Charles Mulenga are charged with abuse of authority of office and theft over the Trafigura oil deal.
Ms. Mwansa and Mulenga who appeared before Principal Resident Magistrate Mwaka Mikalile were scheduled for mention but Public Prosecutor Samuel Zulu told the court that he was in possession of the consent to prosecute the matter.
Ms. Mwansa 63 and her co-accused are facing two counts of theft and abuse of Authority of Office in which they are alleged to have procured Twenty-Four Thousand, Six Hundred and Twenty-Six Cubic Liters of Petrol and Twenty-Six Thousand, Five Hundred Liters of diesel from Trafigura without adhering to the contract terms of payment.
The matter comes up on August 16 for plea.
