Zambian Student Unions in Russia and Ukraine-ZASURU have complained against the failure by government to pay them allowances on time.
ZASURU says in a statement issued to MUVI TV News that he bursaries committee has a tendency of giving them funds after five to six months as opposed to the promised four months.
The statement says the situation has been going on for many years now, leaving the students in very desperate situations as they are unable to meet their obligations in terms of visa renewals, settling hostel fees, buying medical policies on time which in some cases have led to court summons for visa related issues and evictions from hostels due to delayed payments.
The students say the most disappointing part is that there is never any clear indication as to when allowances will be paid and that not all students are paid even when the process starts as it takes so long.
They say the quarterly payment plan is no longer followed as agreed upon in the contracts.
The students say they have decided to issue a statement because they have exhausted all the means of trying to get to government through the Permanent Secretary at the Ministry of Higher education but to no avail.
They say as the situation stands, two months have already passed from the time they were supposed to receive the funds.
