Former Deputy Permanent Secretary and Chief Airworthiness Engineer in the Ministry of Transport and Communications Florence Chawela and Patrick Mulimbika have taken fresh plea in a matter where they are charged for Abuse of Authority of Office.Ms Chawela and Mr Mulimbika pleaded not guilty to the charge following the amendment of the indictment in count one.It is alleged that the duo between November 1, 2009 and December 31, 2009 awarded and signed a Project Management Services contract for the construction of a runway at Kasaba Bay Airport to a company Ng’andu Consulting Limited without following tender procedures.
Ms Chawela is also jointly charged with former Chief Aerodromes Officer Adam Daka and Director of the Civil Aviation Department Chitalu Kabalika for signing two variation orders for the Management Services Contract for the construction of a runway at Kasaba Bay Airport between the Ministry of Transport and Communications and Ng’andu Consulting Limited without following procurement Procedure.
