Contrary to government position that it was not involved in the alleged Zambia-Malawi maize gate scandal, a detailed analysis of the report by Malawian Joint Parliamentary Committee has revealed that former Malawian Minister of Agriculture George Chaponda actually met President Edgar Lungu to discuss the maize deal.
This meeting resulted in lifting of the maize export ban for the particular deal.
The Malawian Parliamentary Committee report explains that at the time when ADMARC, a Malawian government agency signed a contract with Zambia Cooperative Federation-ZFC on July 20, 2016, the maize export ban was still in effect in Zambia but the ban was only lifted on October 26, 2016 after a meeting between Dr. Chaponda and President Lungu.
The Committee further found that Dr. Chaponda, with the agreement and participation of his Zambian counterpart Dora Siliya arbitrarily, in violation of the Public Procurement Act-PPA used their powers as Ministers of Agriculture to give Transglobe business to supply maize to ADMARC in Malawi when at that time, Transglobe did not have any contract with ADMARC or ZCF.
