The Ndola Council has continue struggling to pay the workers due to financial problems.
Several workers are still awaiting their seven-months unpaid arrears they are owed.
This is despite the local authority assuring the workers that they will be paid their arrears at the end of March.
Council Public Relations Manager Roy Kuseka says the local authority is struggling to find money because rate-payers have not paid the rates.
