Chinsali Municipal Council Finance Director Clara Siame has been directed to pay back more than twenty thousand Kwacha irregularly paid to two former officers .
The money was spent on training some officers, an act not authorised by the Local Government Commission.
Appearing before the committee on local governance, Ms Siame was questioned as to why she approved the payment knowing it was irregular.
In her response Ms Siame said she did so under duress.
Meanwhile Chinsali Town Clerk Lewis Mumba justified the payment of social and holiday allowances despite being challenged that the ministry of local government had abolished the provision.
