<p>As tensions heightened up, a visibly shaken Lusambo was only whisked away in time to avoid more beatings by some security officers to a nearby Police station with cadres giving chase &amp; demanding for his release.</p>

<p><b>BARELY four days after three opposition MMD councilors defected to the ruling PF, another MMD councilor has ditched the former ruling  party to join PF  citing infighting and political witch hunting in the  MMD .</b></p>
<p><b>MMD vyamba ward councilors James Mwambazi resigned from the former ruling party yesterday in a letter copied  to the district and Constituency executive committees.</b></p>
<p><b>Mwambazi said, he has decided to join the ruling PF in order to foster development in his area.</b></p>
<p><b>He said, the MMD failed to develop vyamba ward during its reign despite the area being a stronghold for the opposition .</b></p>
<p><b>Chimwemwe Simpito reports from mpulungu that ,Mwambazi said  the decision has come at a right time when people have realized  that the only way of fostering development in their respective areas was by working with the government of the day.</b></p>
<p><b>He added that MMD will never bounce in government because the Zambian people still remember how the former ruling party violated constitutional rights.</b></p>
<p><b>Meanwhile district political secretary Beatrice Changala confirmed the development to press.</b></p>
<p><b> Changala has also maintained  that the current infighting was detrimental to the party’s development and unhealthy and has since left many people wondering as to what will happen in the MMD.</b></p>
<p><b> Changala said, people who wanted to join the party are at liberty saying there is no credible opposition party which can offer checks and balances to the ruling party and this has resulted into massive defections. </b></p>
<p><b>Changala said that the party was still strategizing ways of welcoming the defectors as there are other councilors who were intending to join the ruling party.</b></p>
<p><b>Last week, three MMD councilors defected from the opposition party to the ruling PF citing infighting and political witch hunting in the former ruling party.</b></p>
<p><b>Those who had defected are Earnest Sikazwe (kapembwa) , Jimmy Sikazwe (Mumila) and George Sikazwe of Chisha ward .</b></p>
<p><b>Meanwhile MMD provincial information publicity secretary IPS David Nondo has described three councilors as irresponsible leaders lacking direction .</b></p>

				<content:encoded><![CDATA[<p><b>THE Z</b>ambia National Union of Teachers (ZNUT) in Mpulungu has condemned government for the removal of special responsibility and double class allowances on the teachers’ pay slips.</p>
<p>Chimwemwe Simpito reports from mpulungu that, ZNUT district secretary Amos Chileshe said teachers in the district had received the news of the removal of the allowances with displeasure especially that government had not given valid reasons warranting the removal.</p>
<p>Mr Chileshe said the action was illegal because the allowances were budgeted for, adding that the action would subject teachers to harsh conditions.</p>
<p>He further added that the action had no justification and was de – motivating to the hard working teachers.</p>
<p>Chileshe has appealed to government to consider rescinding its decision, saying the removal of the allowances was sending a wrong signal to the suffering and deserving teachers.</p>
<p>Most teachers in the district have complained that there had been a reduction in their take home pay after special responsibility and double class allowances were removed from their pay checks as indicated on their May, 2013 salaries.</p>
<p>Chileshe added that the teachers’ union would soon engage the government to establish why allowances that had been budgeted for could be removed from their pay.</p>

<p><b>Deputy Secretary to Cabinet, Ambassador Peter Kasanda has said that Government was committed to developing Western Province.</b></p>
<p>Speaking when he paid a courtesy call to Western Province Permanent Secretary, Emmanuel Mwamba, at Provincial Administration in Mongu, Ambassador Kasanda stated that government would also fulfill all its pledges to the province.</p>
<p>He said President Michael Sata was keen to see that the construction of the Lewanika University, the ultramodern stadium and the development of the new nine (9) districts were done as declared.</p>
<p>Ambassador Kasanda said Cabinet Office had taken the unorthodox approach of inspecting programs and projects in the province to ensure that policy pronouncements were implemented.</p>
<p>And speaking at the same function, Western Province Permanent Secretary, Emmanuel Mwamba said that although the province was the poorest together with Luapula, he was determined to ensure that it was lifted out of poverty.</p>
<p>He said the province suffered from underdevelopment, high poverty levels and a higher disease burden and little attention has been paid to the province over the last fifty (50) years.</p>
<p>Mr. Mwamba said that Provincial Administration was ensuring that agriculture was fully developed and became the mainstay of economic activities.</p>
<p>He said that provincial administration was promoting rice growing. He also said that he had chosen to revive the cashew industry. He said the cashew industry could provide for livelihood for small scale farmers.</p>
<p>Mr. Mwamba also said that provincial administration was also promoting the livestock sector. He said that the cattle population in Western Province was second highest in the country. He however said that cattle was of no value because of the cattle diseases that had ravaged the sector.</p>
<p>He said this scenario only benefitted private abattoirs and beef companies as the cattle suffers a movement ban and farmers are left with limited and poor choices.</p>
<p>Mr. Mwamba stated that there was an urgent need to wipe out the cattle diseases by an intensive program of vaccination, and slaughter of all infected livestock.</p>
<p>Later, Ambassador Kasanda proceeded to meet the Litunga, Lubosi Imwiko II at his palace in Limulunga. He also addressed Heads of Department staff at provincial administration.</p>
<p>Ambassador Peter Kasanda is on a seven day tour of Western Province. He accompanied by Permanent Secretaries from Policy Analysis and Coordination(PAC), Mr. Kampasa and Permanent Secretary in the Office of the President in charge of parliamentary business, Dr. Simon Miti.</p>

<div>She said this in her key note address to mark the official opening of the eighth joint permanent commission meeting between Zambia and Congo.</div>

<p>He has question how government has removed subsidys on fuel when they are still buying from the same source as MMD when it was in power.</p>
