Editorial Background
Among the recommendations made to the Mungomba constitutional review commission is the controversial 50% + 1. The clause means that for a presidential candidate in the elections to be declared winner, one is required to amass more than half of the valid total votes cast. In an instance of failure for anyone to meet the requirements of the clause, an election rerun is carried out until the clause is met. While some people think this is not workable at this time of our democracy, others think it is a step to a legitimate president. Last week, the Constitutional Conference failed to resolve on the matter and therefore, directed it to a referendum for a final decision. Just who is right on this clause. Can Zambia truely benefit from the fruits of the clause. What is Your opinion?
