President Edgar Lungu has invoke article 31 of the constitution to deal with the security situation in the country.
This is however subject to approval by national assembly.
Issuing the statutory instrument, President Lungu noted that a situation exists which, if allowed to continue, may lead to a state of public emergency.
The president’s decision follows a spate of fires that has rocked various parts of the country, with the latest being the Lusaka City Market.
The president has described the acts as predetermined and aimed at making the country ungovernable.
President Lungu however says this is not meant to instill fear in the people as law abiding citizens will not be affected in any way.
He has also disclosed that a Committee of ministers will be formed to provide details of how the Lusaka city market fire victims will be helped and rebuilding of the facility.
He has urged the business community to support the noble cause to help the affected people.
